Operatives play a crucial role in Watch Dogs: Legion. The game has a unique feature where you can recruit any NPC in your team. With so many options, choosing the right candidate for your team might be a hectic task.

That’s when Skilled Operatives come into play. Skilled Operatives are specialized operatives which have distinct skills and abilities. These are quite helpful in a variety of missions and they are significantly stronger than the normal operatives you can recruit on the streets.

Skilled Operatives can not be recruited normally. To unlock Skilled Operatives, you need to turn a district defiant. You can do so by completing a number of borough activities for that district. Once you have finished a number of these activities, you will get a Skilled operative as a reward. Here are all the Skilled Operatives you can unlock in Watch Dogs: Legion. Hacker: Camden

This is the first Skilled Operative you unlock in the game. Camden turns defiant while completing the main campaign itself, so you don’t have to do anything out of the story to unlock this Operative.
