Kotaku’s Jason Schreier has confirmed this report. Schreier states that this “Play as anyone” system “is so ambitious that it’s been causing the developers a lot of headaches (and may have led to at least one delay)”.

While Ubisoft has yet to confirm this leak, Watch Dogs Legion is rumored to make its official debut at E3 2019.
The near-future London setting sounds like a refreshing idea for the franchise but the “Play as anyone” NPC system would be the most intriguing aspect of this game going forward. Luckily, it looks like we won’t have to wait too long to find out more information, as Ubisoft’s E3 conference is right around the corner (Monday, June 10th at 4:00 PM EST).
You should definitely take this leak with a little bit of skepticism until we get an official reveal but a Watch Dogs sequel announcement makes a lot of sense. Going into E3 2019, Ubisoft’s only big-name title is Ghost Recon Breakpoint. The highly-anticipated Beyond Good and Evil 2 is skipping the event this year. The pirate-themed Skull & Bones game won’t make an appearance either. Whether it is Watch Dogs 3, a new Assassin’s Creed, or a new Splinter Cell, Ubisoft will definitely be looking for another recognizable title to reveal at the expo.
